Hazel Rowe, Ed.D.

Dr. Hazel Rowe has served in education for more than five decades, including two periods of service as interim superintendent of Waco ISD during the 2000-2001 school year and again in 2019. Dr. Rowe’s first teaching assignment was as a reading instructor for at-risk high school students and adults in Clearfield, UT. She then taught fourth-grade students at McGuire Air Force Base and North Waco Elementary. Dr. Rowe served as the assistant principal and principal of Crestview Elementary before becoming Waco ISD’s director of elementary operations. She also had stints as the district’s assistant superintendent for campus operations and as the associate superintendent for school improvement. Following her first time as Waco ISD’s interim superintendent, Dr. Rowe became an associate executive director for Education Service Center Region 12 in Waco. After retiring from the service center in 2011, Dr. Rowe continued to train current and future educators teaching in the doctoral program at the University of Mary-Hardin Baylor and in the alternative teacher certification program at McLennan Community College.

Dr. Rowe is active in the Waco community serving as member of the boards of Pack of Hope, Educators Credit Union, Waco Interfaith Council and Waco Symphony Council. She was one of the first board members for Transformation Waco, the operating partner for the five campuses in Waco ISD’s in-district charter zone. Dr. Rowe is also a member of the Waco Alumnae Chapter of Delta Sigma Sorority, Inc. and of The Links, Inc. Dr. Rowe has a doctorate in education administration from Texas A&M University, a master’s degree in education administration from Tarleton State University, and bachelor’s in elementary education from Texas Southern University.
